No conformidad: Incumplimiento en la clausula 4.4.6 inciso b).
La No. 2 a 4.4.2 de la norma : Obsrevación
Sí la evidencia no es suficiente para declararla como No Conformidad, como auditor tienes la obligación de "rascar" lo más posible para justificarla, de lo contrario no se considera una No Conformidad, pero se puede indicar como observación.
Repito cada Auditor actúa de manera diferente¡¡
Estoy de acuerdo contigo para el caso 1, porque efectivamente se habla más de un problema de no documentar bien y mantener el registro que de que realmente se haga mal la operación de llenado del tanque.
Es operacional pero puede ser del punto a igualmente. Mayor sin duda.
En el caso 2, está claro que es una NC relativa a formación y competencia.
Yo en el segundo caso optaría por la menor, no por la observación.
