NCOER ratings are inflated - CGSC Student Blog
In 1979, the Army implemented a forced distribution system for OERs to control inflation in officer evaluations. As most officers know, senior raters can only give "above center mass" ratings to less than 50 percent of those they senior rate. What a great idea. There is no reason we cannot do this with NCOERs. There are three boxes on an NCOER that denote "successful" performance and "superior" promotion potential. Yet, they are not all used equally. Senior raters are over-generous with awarding 1/1s for NCOs that are not necessarily the "cream of the crop." Unfortunately, it is extremely difficult to obtain concrete statistics of NCOER ratings. (If anyone knows otherwise, please let me know.) Yet, the general perception from those I have spoken with and the research I have found on the internet implies that NCOER inflation is a very real problem. There are several concerns:
1. The current NCOER system does not paint an accurate picture of NCOs' performance and promotion potential.
-The NCOER corps has some stellar NCOs. But, not all of them are "cream of the crop." I suspect that NCOER rating statistics would tell us that NCOERs say otherwise.
2. The Army misses an opportunity to accurately evaluate NCOs against their peers.
-If NCOs are constantly being told they are the "cream of the crop," it breeds content.
3. Accurate identification of individuals with the best potential is crucial in helping selection and promotion boards evaluate candidates.
-We are forcing reliance on overly subjective bullet statements since we do not stratify our NCOs on the rating scale.
4. Inflated ratings create unrealistic expectations for the NCO corps.
-NCOs feel that if they achieve anything less than a "one block" it will seriously affect their chances of promotion.
5. This creates an ethical dilemma for senior raters that perpetuates the inflation of NCOER performance and promotion potential ratings.
